James C. Hartley, 68, Ballistics Expert, Dies NEW LONDON James Carl Hartley, 68, of 292. Pequot a nationally known expert on firearms and metallurgy, died Friday night in Lawrence and Memorial Hospitals where he was admitted Sept. 15. A qualified expert witness in courts throughout the nation, Mr.

Hartley was asked to assist in the Attica investigation by the New York State Organized Crime Task Force and was one of the few independent ballistics experts in this country. He formed a consulting firm after graduating in 1928 from the Polytechnic Institute of He then went to work for several weapons companies, including Winchester -Repeating Arms Co. in New Haven, where he developed the first rifle with a fiberglass N. he had been A native Brooklyn, London resident since 1970 and operated facilities home for testing, photography, ballistics, photomicrophy, and weapons function. He served in various capacities and as consultant to many industrial firms. The body of Robert Banacowski, 18, of 130 Black Rock was pulled from the water Sunday about 9:45 a.m. Banacowski and two companions were riding in a powerboat when it and another boat collided.

Neither boat had running lights, police said. One of the dead man's companions, Frank Marak, 35, of 144 Black Rock Fairfield, was pulled from the water by police Saturday fair about 9 p.m. condition He was listed in Sunday Griffin Hospital, Derby. The third man in the Banacowski boat wasn't injured. Police wouldn't give his name.

The other boat was occupied by two persons, neither of whom was injured, police said. Police would not disclose their names. Divers had searched the area Saturday night, but the search was called off about 9:30 p.m. and resumed Sunday. Police from Derby and divers from New Haven and Milford assisted Shelton police in the search.

No further information was available Sunday. Youth Charged In Bomb Blast At High School RIDGEFIELD A 17- year-old Norwalk youth was charged Saturday night in connection with a bomb explosion at Ridgefield High School in April, police said. James Ramanauskas, 17, of 9 Gordon Norwalk, was charged with first-degree reckless endangerment, reckless burning and third-degree criminal mischief when he. was arrested at 8:20 p.m. on a Common Pleas Court 3 warrant.

Police said the bomb at the high school was detonated at 9:50 p.m. April 11, and while there were three persons in the building at the time, no one was injured in the blast. A school supervisor said he estimated damage at about $60 or $75. The damage, the official said, was confined to a trash receptacle near the school building. The person or persons planted the bomb, he said, "must have known what they were since "it had to be placed very carefully." The persons inside the building, he said, were school custodians.

After an inspection by police and a school chemistry teacher, the official said, was found that the bomb had been welded into the trash container. Ramanauskas was released on a written promise to appear in Common Pleas Court 3 Oct. 13. Five Crewmen Killed As Two Trains Collide TEHRAN, (AP) A freight train and an oil tanker train collided in a tunnel in southern Iran Sunday, killing crewmen and sending several hundred barrels of crude oil up in flames, authorities said. By MARK McGRATH A 19-year-old Montville man who escaped from police in Connecticut several times in the last year was chased in Carteret, N.J., Sunday afternoon and shot in the head by police as he tried to run, police said.

Wayne Meredith of the Oakdale section was listed in serious condition Sunday night in Rahway Memorial Hospital, Rahway, N.J. Before he was shot about 2:30 p.m., he was driving a car police say was stolen Friday in Colchester. Police said Meredith had eluded New Jersey state police in a high-speed 15-mile chase down the New Jersey Turnpike that ended in an industrial park in Carteret. There, he stole a pickup truck from a factory and then was chased by Carteret police until his truck struck a vehicle parked about a mile from the industrial park, police said. Meredith then started running and was shot by a Carteret policeman, police said.

Carteret police Sunday declined to say what charges would be lodged against Meredith, saying reports on the incident hadn't been completed. Hotel Union Threatens To Strike Sheraton Hartford Hotel workers who have bargained for five months for their first union contract voted overwhelmingly Sunday to strike if their next bargaining session doesn't produce gains for them, the union business manager said. Leonard J. LaPenta, manager of Local 59 of the Hotel and Restaurant Workers Union, said the secret-ballot vote was 119 to 5 in favor of a strike. He said negotiators for the union, which represents about 130 workers, have made little progress with hotel's management in 15 previous bargaining sessions.

Federal and state mediators will attend negotiations for the first time Thursday. LaPenta said the Sheraton management hasn't offered workers at the new hotel wages and benefits comparable to those at other Hartford area hotels. He said workers are seeking wage increases ranging from 10 per cent to 20 per cent LaPenta said the workers also want better benefits and protections, such as pensions and job security, than management has offered. The hotel's manager couldn't be reached for comment. Man, 18, Killed By Gas Fumes In Accident KILLINGLY An 18- year-old Slatersville, R.I, man was declared dead on arrival at Day Kimball Hospital, Putnam, Sunday afternoon after he was accidentally asphyxiated in a here, state police said.

Police siad Robert A. Ramsay Jr. was at a friend's home on Rt. 12, Attawaugan, helping him pump out a well, when he went down into the well to unkink a hose, where a gasoline pump was being used to pump the water. Police said Ramsay was apparently overcome by carbon monoxide fumes from the pump.

The incident was reported at 12:30 p.m. and in a rescue attempt, three firemen were overcome by carbon monoxide fumes, but were treated at Day Kimball Hospital and released, according to police.
